sorry for being so blind @_@Click on the tab Gallery at the top of this group's page, afterwards choose the correct folder suitable for the deviation you're about to submit.
There is a + button on every folder, or you can just click on the Contribute Art located at the top right of the gallery page.

i checked n tried... theres no "+" button or "contribute art" for me 
I've fixed the problem. You should be able to submit deviations now
